Submission portal users are only charged the first time they submit a test

If a water purveyor charges submission portal users to submit tests via the portal, they will only be charged for the initial test - not to submit any related retests or to resubmit rejected tests.

A test in the submission portal is considered submitted to the purveyor after a tester clicks the Checkout button on the Cart page. Once the checkout process is complete, there are no additional charges to submit any related retests or rejected tests.

When a tester resubmits in the submission portal by clicking the Resubmit Test button, that test is marked as submitted and is not placed in the cart again.
